Security Update 17 May 2012

• Normal live  have been effected due to the Joint Tharuhot Struggle Committee (JTSC) called Terai Bandh for 5 days (14-18 May 2012) demanding Tharuwan providences and Broader Madhesi Front along with MJF-D have called Terai bandh for three days from 15 to 17 May demanding one Madhesh one Provinces. The bandh called by Brahmin Chhetri alliance has also been effective.
• Five people were killed and one injured when a car skidded off the road and plunged into Trishuli River at Jogimara , Dhading at  night on 16 May.
• 16 May Group of agitators and five police personnel were injured when a clash took place following third day bandh called by Tharu Joint Struggle Committee Tilakpur VDC, Nawal parsi  along the East-West Highway. Also three vehicles were vandalized by cadres of Bandh organizers at Basa along the Mahendra-highway for defying strike.
•  General Strike in Terai Districts called by Joint Tharu Struggle Committee (JTSC) along with other 14 identity based groups from 14 -18 May’12 has been observed very effective in Terai Districts; Dang, Banke, Bardiya and Partially in Surkhet of MWR, on the fourth day, today 17^th May’12. All the agencies both the Government and  INGOs have halted their vehicles movement. Considering the potential violence during the Strike, even UN has halted its movement in and around Dang District.

Highways/Roads/Traffic – Vehicles halted across the country due to the strikes called by multiple groups including Brahmin-Chhetri alliances and Joint Tharu Struggle Committee and some other groups.

Ongoing /upcoming strike

• National Integrity and Ethnic Goodwill (NIEG) Joint Struggle Committee; alliance group of 11 different societies including Brahmin Samaj, Chhetri Samaj, Thakuri, Dasnami and Dalit Groups have called an indefinite nationwide general strike starting from today  17 May 2012. Reportedly, the bandh is effective throughout the country.
• Joint Tharu Struggle Committee (JTSC) has continued Terai bandh for 4^th consecutive day today 17 May. They have strike till tomorrow 18 May. The strike has been observed effective with no vehicles on the major roads and highways. They have also vandalized the school bus, ambulance and police escorted public vehicles in Nawalparasi and Kailali districts.
• Rastriya Prajatantra Party (RPP) has planned to call Nationwide General Strike on 18^th May.
• Indigenous Nationalities Joint Struggle Committee with NEFIN has called Nationwide General Strike for 20-22 May pressurizing the government to fulfil its 8 point demands including identity-based Federalism and timely constitutionn. NEFIN has also published further protest programmes.
• Broader Madhes Front (BMF) has scheduled following strikes and protest programmes demanding Single Madhes provinces.
  18-19 May – General strike and Madhes closure.
• Newa federal state struggle Committee has planned to organize mass gathering at an Open Theater (Khula Manch) at 2 Pm on Saturday 19 May and urged to closed all shops and markets. ( please assess the situation in KTM valley before vehicular movement)

ADVICE: 

17-18 May:  Halt all type of vehicular movement in Kathmandu and across the nation until the bandh is over.

Halt office vehicle movement in Terai districts and other bandh affected districts until bandh is over or called off.

Contact traffic police 100/103 for traffic update in Kathmandu. Conatc Tourist police  Tel 4247041 about the shuttle bus service should you need to travel to/from airport during strike period.

Note: Bandh rule will be applied today to Thapathali staff due to unavailability of public vehicles following nationwide strike.
